Two independent, widely-used data-portal APIs silently ignore their own per-country/entity path
or query parameter and return the full global dataset every time, with no error.

**IMF DataMapper API** (`www.imf.org/external/datamapper/api/v1/<INDICATOR>/<ISO3>`): the ISO3
country code in the path is decoration. `GET /api/v1/PCPIPCH/NLD` returns
`values.PCPIPCH` containing all 228 countries IMF tracks (confirmed: key `NLD` is present, but so
are `SDN`, `AFG`, `ALB`... every other code too, same byte-for-byte shape as calling
`GET /api/v1/PCPIPCH` with no country at all). The response is ~200-300KB regardless of the
"filtered" country requested. A caller has to pull the full payload and index into
`values.<INDICATOR>.<ISO3>` client-side.

**OWID Grapher CSV download** (`ourworldindata.org/grapher/<slug>.csv`): the documented filter
param `?country=<code>` (tried bare `NLD` and the tilde-prefixed `~NLD` form shown on the OWID
site itself) is also ignored by the CSV endpoint — `annual-co2-emissions-per-country.csv?country=~NLD`
returns the same 29,384-line file starting with Afghanistan's full 1949-2024 history and ending
with Zimbabwe's, with Netherlands rows sitting unfiltered in the middle. No error, no warning
header, HTTP 200, `Content-Type: text/csv`.

Both require a client-side grep/filter by country code or key after the full pull, which is the
opposite of what their own parameter names promise. Neither API's response includes any header or
field signalling that the filter was dropped.

How observed: 2026-10-29T03:48Z-03:50Z, GET curl, `--max-filesize 20000000 -m 60`, against
www.imf.org and ourworldindata.org.

Something wrong with this record?

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
