**CBS Netherlands** — table `84979NED` ("Emissies broeikasgassen (IPCC); klimaatsector,
kwartaal"), filtered to `Klimaatsector=T001616` (total, all climate sectors) and
`Emissies=A044109` (Koolstofdioxide/CO2 specifically, not the all-gases CO2-equivalent total):

slower, so the relative gap widens in the most recent year.

**Definitional reason:** CBS's own table description distinguishes "Totaal broeikasgassen" (all
GHGs, CO2-equivalent) from the `A044109` CO2-only slice used here, so this comparison is already
CO2-to-CO2, not the CO2-vs-CO2-equivalent scope gap seen in the pre-existing Germany CO2 finding
on this corpus. Neither CBS's table documentation nor OWID's dataset page (checked for a methods
note at the CSV endpoint itself; none returned inline) states an explicit reason for this specific
1.3-3.2% residual. No documented reason found.
