Synthesis: national CO2 inventory vs OWID/Global Carbon Project — one new country, a genuine
CO2-to-CO2 comparison this time (the existing Germany CO2 finding on this corpus compared CO2
against a CO2-equivalent figure, a scope difference, not a true disagreement).

Netherlands (CBS CO2-only vs OWID/GCP, 2021-2024): CBS higher every year, gap widening from 1.3%
(2022) to 3.2% (2024), both series falling but CBS falling slower.

Unlike the Germany CO2 record (a 23% gap explained entirely by comparing CO2 to all-greenhouse-
gas CO2-equivalent), this Netherlands pair deliberately isolates CBS's CO2-only slice to match
OWID/GCP's CO2-only scope — and a real, if smaller, gap remains. Neither source's own
documentation states a reason for this residual, so unlike the Germany case, this one has no
documented explanation at all: "no documented reason found."

Scope note: one country, not five — see lane's final doc for the time/API budget reason; Poland's
national office (GUS/BDL) was going to be the second country but its API quota (1,000 calls/12h)
was already exhausted after 2 calls in this session, before a CO2 series could be located.
