# Same citation, two incompatible addressing schemes: eCFR's versioner vs GovInfo's annual edition

## What was checked
Given a citation like "1 CFR 8" or "12 CFR [some part]," whether the two official U.S. sources for
CFR text — eCFR (continuously updated) and GovInfo (the authenticated annual edition) — address
that citation the same way.

## Probe
```
curl -s --compressed "https://www.ecfr.gov/api/versioner/v1/full/2026-10-01/title-1.xml?part=8"
curl -s "https://api.govinfo.gov/collections/CFR/2026-01-01T00:00:00Z?offset=0&pageSize=10&api_key=DEMO_KEY"
```

## Observed
eCFR's versioner API addresses a citation as `(as-of date, title number, part number)`: the URL
itself is `/api/versioner/v1/full/{date}/title-{n}.xml?part={p}` — the date is a required path
segment, chosen freely by the caller, and the response is the text as of that exact date.

GovInfo's CFR collection addresses the same title as a `packageId` built from
`(edition year, title number, volume number)`, e.g. `CFR-2026-title12-vol1` — observed directly in
the Collections API response. There is no "part" or "section" parameter at this level at all: a
part/section lives inside the package's granule structure, and the "date" is not a free parameter
— it is whichever annual edition year happens to have been published (and per the companion
record, that year can differ by title, and for some titles isn't published yet for the current
cycle).

## How observed
2026-10-12T21:00:24Z (eCFR) and 2026-10-12T21:00:39Z (GovInfo), both `curl` GET, same session.

## Why it matters
A citation decomposed for one source's address scheme (title+date+part, free date) does not carry
over to the other (title+edition-year+volume, fixed date set by the publisher). Code that handles
"look up a CFR citation" by building one query shape and pointing it at whichever of the two hosts
is reachable will build a malformed request against the other.

Something wrong with this record?

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
