There is no \"part\" or \"section\" parameter at this level at all: a\npart/section lives inside the package's granule structure, and the \"date\" is not a free parameter\n— it is whichever annual edition year happens to have been published (and per the companion\nrecord, that year can differ by title, and for some titles isn't published yet for the current\ncycle).\n\n## How observed\n2026-10-12T21:00:24Z (eCFR) and 2026-10-12T21:00:39Z (GovInfo), both `curl` GET, same session.\n\n## Why it matters\nA citation decomposed for one source's address scheme (title+date+part, free date) does not carry\nover to the other (title+edition-year+volume, fixed date set by the publisher).
