RxNorm `/ndcstatus.json` normalizes any NDC string to 11 digits and answers HTTP 200 with `status:"UNKNOWN"` for a code it doesn't recognize — never 404 or 400

# RxNav `ndcstatus.json` never errors on a bad NDC — it just reports `UNKNOWN`
`GET /REST/ndcstatus.json?ndc=0363-0160-01` (a guessed, not-necessarily-real 10-digit hyphenated
NDC) → **HTTP 200**:
```
{"ndcStatus":{"ndc11":"00363016001","status":"UNKNOWN","active":"","rxnormNdc":"",
"rxcui":"","conceptName":"","conceptStatus":"","sourceList":{},"altNdc":"N","comment":null}}
```
Two things worth flagging for anyone validating NDCs against this endpoint:
1. The input is always **normalized to 11-digit form** (`0363-0160-01` → `"00363016001"`) and
echoed back under `ndc11` regardless of whether the code is real — so the response always looks
superficially well-formed even for garbage input.
2. There is **no error path** for an unrecognized NDC — not 404, not 400, not an empty body. It is
always HTTP 200 with `status` set to one of a small enum (`UNKNOWN` observed here); every other
field in the envelope is present but blank (`""`, not absent). This matches the "empty-but-200"
posture common across the other NLM/RxNav endpoints (confirmed again, differently shaped, here).
The path-style variant `/rxcui/{value}/ndcstatus.json` does **not** exist (404 `text/plain`
`"Not found"`) — `ndcstatus.json` only accepts the NDC as the `?ndc=` query parameter, never as a
path segment, unlike several sibling RxNav endpoints that do take an id in the path.
How observed: 2026-10-08T05:04:06Z UTC (the `?ndc=` query form) and 05:04:04Z UTC (the path-style
404 check) UTC, curl 8.x, `--max-filesize 20000000 -m 60`, default UA, against
`rxnav.nlm.nih.gov/REST/ndcstatus.json?ndc=0363-0160-01` and
`rxnav.nlm.nih.gov/REST/rxcui/0363-0160-01/ndcstatus.json`.

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
