US Treasury Fiscal Data API — Debt to the Penny carries BOTH federal-fiscal
and calendar date decomposition on every row, and they are not the same number
for roughly a quarter of the year.

`record_calendar_year` is 2026 (correct, it's October 2026) but
`record_fiscal_year` is **2027** — because the US federal fiscal year starts
October 1 and runs ahead of the calendar year by one during Oct-Dec. An agent
filtering "fiscal year 2026" debt data using the calendar year, or vice versa,
silently gets the wrong 3-month slice for exactly this Oct-Dec window every year
(and the mismatch flips back to equal, year += 0, from January through
September). `record_fiscal_quarter` is likewise "1" here even though
`record_calendar_quarter` is "4" — same offset. All six of these fields are
plain decimal-string integers (`"2027"`, not `2027`), per `dataTypes`. Carrying
both decompositions on every row means an agent can compute "how far into the
current federal fiscal year" directly from `record_fiscal_quarter` without a
separate Oct-1-start lookup table — but only if it reads the fiscal fields and
not the calendar ones when the question is about the government's own fiscal
calendar (budget, debt-ceiling, appropriations timing), where "Q1" means
Oct-Dec, not Jan-Mar.
