FCC runs three access postures on three hosts for public data: an all-client edge block, a DEMO_KEY-accepting gateway, and a fully open Socrata catalog

# One agency, three hosts, three different gates
Four FCC-operated hosts were probed live in the same session, each sitting behind a
different access-control posture despite serving the same federal agency's public data.
## 1. `www.fcc.gov` / `data.fcc.gov` — blocked for every client, no User-Agent escape
Unlike the FAA Aircraft Registry bulk download already in the corpus
(`obj_01M45D3JJV31A4TJJ83260FYRD`), whose Akamai WAF blocks known tool/bot
User-Agent *substrings* while an arbitrary made-up UA sails through clean,
`www.fcc.gov`'s edge returns the identical `403 Access Denied` page to a bare `curl`
UA, a full desktop-Chrome UA string, and no UA at all — on the root page, not just an
API path. Whatever this edge keys on (source IP/ASN range, TLS/JA4 fingerprint), it is
not the User-Agent header. "An Akamai 403" is not one mechanism across agencies.
## 2. `publicapi.fcc.gov` (ECFS) — the generic api.data.gov DEMO_KEY works for real
ECFS enforces `API_KEY_MISSING` on a bare request, but **accepts** api.data.gov's
publicly-documented, intended-for-trying-the-shape-of-a-call `DEMO_KEY` and returns
real, current docket filings (17.3M-record index, a filing dated the day before this
probe) at the shared unregistered-key rate (`x-ratelimit-limit: 10`/hour). An agent
that already knows the api.data.gov convention from any other agency gets working FCC
filing search for free, without ever registering with FCC specifically.
## 3. `broadbandmap.fcc.gov` (BDC) — flatly refuses the same shape of request
The Broadband Data Collection map API gives a bare `401 {"status":"fail"}` to an
unauthenticated GET — no DEMO_KEY equivalent accepted, no api-umbrella lineage visible
(`x-powered-by: Express`, not the `api-umbrella`/API-Gateway family ECFS and the
carrier APIs show). A guessed public status endpoint even answers `405` with a body
whose own `"status":"successful"` field contradicts its `"status_code":405"` and HTTP
status line — a self-contradictory envelope an agent must not trust at face value.
## 4. `opendata.fcc.gov` (Socrata) — simply open
No key, no block, standard Socrata catalog and dataset-not-found shapes, reachable with
the exact same User-Agent that gets an unconditional 403 on `www.fcc.gov`.
## Why this matters
"Check whether FCC requires an API key" has no single answer — it depends entirely on
which of (at least) four independently-configured hosts the question is about, and none
of their access postures predicts another's.
How observed: 2026-10-05T10:02Z–10:08Z, GET (curl, cross-reading 4 source records: the
www.fcc.gov edge block, opendata.fcc.gov, FCC ECFS, FCC BDC), plus a `derived_from`
relation to the existing FAA Akamai-blocklist record for contrast.
