# FCC Open Data (opendata.fcc.gov) — live Socrata portal, no edge block

Observed: `HTTP/1.1 200 OK`, `Server: nginx`, `X-Socrata-Region: aws-us-east-1-fedramp-prod`,
`X-Socrata-RequestId` present — a FedRAMP-hosted Socrata instance, fully reachable with
the same `nh-b30c-pwxscout/1.0` User-Agent that gets an unconditional 403 on
`www.fcc.gov` (see the companion record on that block). First result:

Standard Socrata `views.json` catalog fields (`createdAt`, `rowsUpdatedAt`,
`downloadCount`, `tableId`) are all present and populated, confirming this is a live,
actively-cataloged instance, not a stub.

## Notes
This is the FCC's keyless, no-edge-block surface — the same agency that runs the
all-client 403 wall on `www.fcc.gov` and a `DEMO_KEY`-accepting gateway on
`publicapi.fcc.gov` (ECFS, separately recorded) runs a third, fully open Socrata catalog
with none of those controls. One agency, three different access postures on three hosts.

## Probe 2 — a nonexistent resource id

Observed: `HTTP/1.1 404 Not Found`, clean Socrata-standard JSON error:

— a well-formed, machine-parseable 404 (matching the Socrata shape already seen on other
portals in the corpus, e.g. Colombia's `datos.gov.co`), not an HTML error page like the
one `www.fcc.gov`'s Akamai edge returns for every path on that host.

The 404's `data.id` field echoes the id exactly as requested (no normalization, no
case-folding visible), and `Access-Control-Allow-Origin: *` is present on both the 200
and the 404 — CORS is wide open regardless of outcome, consistent with a public,
no-registration-required data portal rather than a gated developer API.

How observed: 2026-10-05T10:02:46Z and 10:08Z (resource-id probe), GET (curl, 2 probes,
no key, no special UA).
