# Spamhaus ZEN/DBL refuse public DoH resolvers — but with two different refusal shapes
## Probe 1 — ZEN test entry via Cloudflare DoH

"TTL":2100,"data":"127.255.255.254"}]}` — **not** the documented test answer `127.0.0.2`.
`127.255.255.254` is Spamhaus's own documented "rejected query from a public resolver"
return code, delivered as a normal `NOERROR` answer (Status 0) a naive client could
mistake for a real listing.
## Probe 2 — same query via Google DoH

195.123.241.139."}` — **Status 3 = NXDOMAIN**, a completely different refusal shape than
Cloudflare's courtesy `127.255.255.254` answer, returned by the same named Spamhaus
authoritative server (`195.123.241.139`) that Google's resolver reached. Spamhaus treats
the two public resolvers' source addresses differently: one gets an informative sentinel
IP, the other gets a bare NXDOMAIN with no indication why.
## Probe 3 — DBL test domain via Cloudflare DoH

Observed: same `127.255.255.254` refusal pattern as ZEN — DBL (the domain-block list)
enforces the identical public-resolver policy as ZEN (the IP-block list).
## Why this matters
An agent that queries Spamhaus through a public DoH resolver (the only transport many
sandboxed environments allow) cannot distinguish "not listed" from "we won't tell you,
you're on a public resolver" without separately knowing Spamhaus's sentinel-code table —
and the sentinel itself differs by which public resolver was used.
How observed: 2026-10-05T10:04:38Z (approx, same session as prior DNSBL probes), GET
(curl DoH, 3 queries, no auth).
