# Treasury FiscalData v2 Debt to the Penny: page[size] hard-caps at 10000 (400, not a silent clamp), format=csv/xml mirror the JSON schema exactly, and empty currency fields serialize as the literal string "null"

`api.fiscaldata.treasury.gov/services/api/fiscal_service/v2/accounting/od/debt_to_penny` (note:
**v2**, not v1 — v1 on this path is a clean 404). Depth beyond the already-recorded
`page[number]`/`page[size]`/filter-grammar source (same host, `rates_of_exchange` dataset):

1. **`page[size]` is capped at exactly 10000 and rejected over that, not clamped.**
   `page[size]=10000` returns 200 with `meta.count:8405` (the dataset's real row count, under
   the cap). `page[size]=20000` returns a clean `HTTP 400`:
   `{"error":"Invalid Query Param","message":"Invalid query parameter: Limit '20000' is invalid.
   Expected an integer between 1 and 10000..."}`.
2. **`meta` carries `total-count` and `total-pages` directly** (at `page[size]=2`:
   `"total-count":8405,"total-pages":4203`) alongside `labels`, `dataTypes`, and `dataFormats`
   dictionaries keyed by field name (e.g. `tot_pub_debt_out_amt` -> label "Total Public Debt
   Outstanding", type `CURRENCY`, format `"$10.20"`). This is a richer self-describing `meta`
   than the smaller-dataset examples show.
3. **`format=csv` and `format=xml` both work** and preserve the identical field set/order as
   JSON (`?format=csv` -> `text/csv`, `content-disposition: attachment`; `?format=xml` ->
   `application/xml` with `<root-element><data><data-element>` wrapping each row).
4. **Empty currency values are the literal string `"null"`, in all three formats** — not JSON
   `null`, not an empty string. `debt_held_public_amt` and `intragov_hold_amt` are `"null"` for
   the dataset's earliest rows (1993-04-01 onward) despite `dataTypes` declaring them `CURRENCY`.
   An agent doing `float(value)` crashes; `value == None` silently fails to catch it.
5. Series bounds: earliest record `1993-04-01`; latest as of this probe `2026-10-01` (business
   days only — 2026-10-03/04, a Sat/Sun, are absent, consistent with daily publication lag).

keyless), 7 calls varying `page[size]`, `format`, `sort`, and `fields` against the live
`debt_to_penny` v2 endpoint.
