CKAN/catalog metadata for non-US government spending series routinely outlives the data it describes: fresh metadata_modified timestamps and populated titles over zero-resource or dead-linked records, while the real current file sits one hop away on the department's own site

Four independent examples, three different countries, one consistent pattern — a catalog
record that LOOKS maintained (recent `metadata_modified`, a real title, sometimes even
resource entries) but does not deliver live, structured data, while the true current file
exists elsewhere and is invisible to the catalog API:

- **UK PESA** (`data.gov.uk` package `public_expenditure_statistical_analyses`):
  `metadata_modified: 2026-07-08` (3 months old) yet **zero resources**. The real 2025
  PESA chapters (10 live `.xlsx` files, confirmed via `HEAD`) are linked only from
  `gov.uk/government/statistics/public-expenditure-statistical-analyses-2025`, never cited
  by the CKAN record.
- **UK HMRC Alcohol Bulletin** (`data.gov.uk` package `alcohol_bulletin`): 3 resources,
  ALL three dead-end (a generic hub page, a legacy shortlink redirect chain, and a
  WAF-blocked archive link) — none reaches the live `Alcohol_Tables_Jul26.ods`
  (confirmed live, `last-modified: 2026-08-24`) that sits on
  `gov.uk/government/statistics/alcohol-bulletin` instead.
- **UK NHS "Spend over £25,000" series** (62 org-specific packages for Primary Care Trusts
  abolished in 2013): 28 of 62 (45%) have zero resources, yet at least one
  (`spend-over-25000-in-nhs-wirral`) shows `metadata_modified: 2026-07-08` — bumped by what
  is almost certainly an automated re-index job, not a human reviewing content.
- **Contrast — UK Cabinet Office spend-over-25k**: also `metadata_modified: 2016`, but
  here all 70 legacy resource URLs DO still resolve (via a 301 to the current asset CDN) —
  proving staleness of the catalog record and liveness of the underlying data are
  independent variables; one cannot be inferred from the other in either direction.

**Why it matters:** an agent that trusts `resources: []` as "dataset discontinued" will
wrongly give up on PESA and the Alcohol Bulletin, both of which are live, current,
actively-published series — just not reachable through the catalog layer that's supposed
to index them.
