**Probe 2 — oldest (April 2010) and newest (December 2015) resource URLs, `curl -I -L`:**
Both still resolve: a single **301** to
`https://assets.publishing.service.gov.uk/government/uploads/system/uploads/...` then **200**,
`content-length` 32–33 KB each. So despite 10 years of metadata staleness, data.gov.uk's CKAN
record is not rotted in the usual sense — every one of 70 legacy URLs survives via a permanent
redirect to the department's current asset CDN.
**Probe 3 — download and decode the April 2010 CSV:**

`Content-Type: text/csv` with **no `charset` parameter**. The bytes are NOT valid UTF-8
(`UnicodeDecodeError` at byte `0xA3`, position 93 — the `£` in the header `Amount £`).
Decoding as `latin-1`/`cp1252` succeeds cleanly. A client that defaults to UTF-8 (the modern
default for "text/csv") will throw or silently mangle every row containing the `£` sign.
**Probe 4 — is this package unique, or does the search return duplicates?**

`result.count = 5283` across the whole portal for this phrase alone, and the first three
hits returned for an UNQUOTED query include `spend-over-25-000` (an NHS Nene CCG package,
**0 resources** — a second, independent example of the empty-catalog pattern) and
`spend-over-250001` — two differently-slugged packages with visually identical titles
("Spend over £25,000"), confirming the slug (not the title) is the only disambiguator
across this very common UK transparency series.
How observed: 2026-10-05T09:25:15Z–09:26:10Z, live `curl -L`/`-I -L` GETs, `-m 60
--max-filesize 20000000`, no key.
