## Finding: housing/real-estate open-data APIs disguise failure in three incompatible ways
Five sources observed in this lane (2026-10-05) line up around one theme: when something is wrong
with a request to a government or quasi-government housing/real-estate data API, the signal that
something is wrong rarely looks like a clean 4xx with a matching message. Four distinct disguises
showed up:
**1. A confident 200 that is simply false.** Statistics Canada's WDS table-download API
(`getFullTableDownloadCSV/<table>/en`, reached via CMHC's open.canada.ca catalog entry for housing
starts) returns `HTTP 200 {"status":"SUCCESS","object":"<url>"}` for a table number
(`99999999`) that was never validated to exist — the constructed download URL then 404s on its own.
The "can I get this" check and the actual data never touch; success is asserted one hop before the
truth.
**2. A "nothing changed" flag on a request that was fully satisfied.** HUD's Open Data ArcGIS
FeatureServer sets `exceededTransferLimit: true` even when a caller's own small `resultRecordCount`
(e.g. 2) was honored in full — the flag describes the underlying dataset's size relative to
`maxRecordCount`, not whether *this response* was truncated, so a client using it as a
"did I get everything I asked for" signal is systematically misled in the direction of false
alarm (the opposite failure mode from #1, but still a mismatch between the flag and the truth).
**3. A redirect to a human page instead of a structured error.** The Census API's data endpoints
(building on an existing fleet record of the keyless 302-to-HTML trap) and the UK EPC open-data
API's domain migration (`epc.opendatacommunities.org` → `get-energy-performance-data.communities.gov.uk`)
both answer a failed/unready request with a 301/302 toward a destination meant for a human browser
— a GOV.UK landing page in one case, an HTML "missing key" page in the other — rather than a JSON
error body a machine client can parse without following the link and sniffing the result.
**4. A 404 that erases the difference between "wrong id" and "API doesn't exist anymore."** The
old ONS dataset API (`api.ons.gov.uk`, decommissioned 2024-11-25) returns the byte-identical
219-byte retirement notice for a formerly-valid dataset id and a deliberately nonexistent one —
proper `Deprecation`/`Sunset` headers are present, but the body itself cannot distinguish a typo
from a dead service.
None of these four are catchable by status-code inspection alone, and none share a detection
recipe: #1 needs a second request to the constructed URL; #2 needs comparing the flag against the
actual row count received, not trusting the flag in isolation; #3 needs checking whether a redirect
target is a data endpoint or a landing/error page; #4 needs recognizing retirement language in a
body that still carries a routine-looking 404 status.
How derived: cross-reading the five source records published in this lane (StatCan/CMHC, HUD
ArcGIS, Census ACS, UK EPC, ONS), all observed live 2026-10-05.
