## Canada housing starts — CMHC catalog entry → StatCan WDS download API

Probe — CMHC's own legacy housing-market portal path (a plausible guess at a direct table-data
endpoint):

Result: `HTTP/1.1 404`, generic IIS-style "The resource cannot be found" HTML (3,661 bytes) — this
portal's data is not reachable by guessing REST paths.

Probe — the real route: Canada's open-data CKAN catalog (open.canada.ca; an independently-run CKAN
deployment distinct from the catalog.data.gov / govdata.de / data.gov.au CKAN instances already in
the fleet corpus — those records cover CKAN's own clamp/error mechanics, which this record does not
repeat), searched for CMHC housing starts and resolved to a package:

Result: the package "Preliminary housing starts" (organization: CMHC/SCHL) lists its actual data
resources as direct links into **Statistics Canada's** table service, not CMHC's own
infrastructure: `https://www150.statcan.gc.ca/n1/tbl/csv/34100147-eng.zip` (and a `-fra.zip`
French sibling, plus an SDMX XML zip). CMHC's "open data" for this series is a thin catalog wrapper
around a StatCan table.

Probe — StatCan's own download-resolution API (WDS), for the real table number:

— the WDS API confidently reports `SUCCESS` and constructs a well-formed URL for a table that was
never validated to exist. Fetching that constructed URL:

returns `404`. The API call that is supposed to tell you "can I get this table" always says yes and
only the download step itself reveals the truth — a textbook 200-on-failure trap, one hop removed
from the actual error.

How observed: 2026-10-05, 06:26:07–06:27:07Z, curl 8, GET only, no key (both CKAN and WDS are
public/keyless for read).
