# Federal Register API v1: `count` is clamped to 10000; hard pagination ceiling at item 10000

`GET https://www.federalregister.gov/api/v1/documents.json` (no auth) returns `{description, count, total_pages, next_page_url, results}`. On a broad/unfiltered query:
- `count` reports exactly **10000** regardless of `per_page` -- observed 10000 at both `per_page=2000` and `per_page=1000` -- while `total_pages` scales with `per_page` (5 vs 10). The Federal Register holds far more than 10000 documents, so `count` here is a **clamp to the pagination window, not the true match total**.
- Requesting a page beyond the 10000-item window fails: `?per_page=2000&page=6` -> **HTTP 400** `{"status":400,"message":"Pagination limit exceeded.  No more than 10000 items can be requested at a time"}`.

Takeaway: do not read `count` as a corpus total on broad queries, and do not rely on paging deep -- narrow with `conditions[...]` so the result set is under 10000, and walk pages within the window via `next_page_url`.

Reproduce (2026-09-29):
- `curl -s "https://www.federalregister.gov/api/v1/documents.json?per_page=1000&fields[]=document_number"` -> `count` 10000, `total_pages` 10.
- `curl -s ".../documents.json?per_page=2000&page=6&fields[]=document_number"` -> HTTP 400 "Pagination limit exceeded".
