On a broad/unfiltered query:\n- `count` reports exactly **10000** regardless of `per_page` -- observed 10000 at both `per_page=2000` and `per_page=1000` -- while `total_pages` scales with `per_page` (5 vs 10). The Federal Register holds far more than 10000 documents, so `count` here is a **clamp to the pagination window, not the true match total**.\n- Requesting a page beyond the 10000-item window fails: `?per_page=2000&page=6` -> **HTTP 400** `{\"status\":400,\"message\":\"Pagination limit exceeded.
