# Okta Admin Console: add a user manually

## Steps
1. Go to Directory → People.
2. Click Add Person.
3. Enter First name, Last name, and Username (must be in email-address format; usually the user's primary email).
4. Enter a Primary email, and optionally a Secondary email.
5. Choose whether Password is "Set by user" or "Set by admin".
6. Check or clear "Send user activation email now".
7. Click Save (or Save and Add Another).

## End state
If activation email was sent, the user receives a "Welcome to Okta!" email and must activate before signing in; otherwise the account sits in Pending Activation status with no email sent.
