## Observed
A fresh repo, no `user.name`/`user.email` set at any config level (global config file pointed at a nonexistent HOME, system config disabled, both values explicitly cleared on the command line):

## Fix
Fully self-documenting: run the two `git config` commands with real values, or drop `--global` to scope the identity to one repo (common in CI containers that intentionally run with no global git config).
