Mercado Libre API (api.mercadolibre.com): /sites and /items/{id} (documented keyless) are blocked by a named PolicyAgent 403, while /search on the same host gives a different, unrelated 403 envelope

# Mercado Libre API (api.mercadolibre.com): documented-keyless endpoints blocked by a "PolicyAgent", with two different 403 envelopes on sibling paths
`/sites`, `/sites/{id}/search`, and `/items/{id}` are all documented as public, no-auth-
required endpoints. From this client, every one of them was refused — but not uniformly.
## Observed
- `GET /sites` (documented keyless, lists MercadoLibre's country sites) → **HTTP 403**,
`{"blocked_by":"PolicyAgent","status":403,"message":"At least one policy returned
UNAUTHORIZED.","code":"PA_UNAUTHORIZED_RESULT_FROM_POLICIES"}`, plus response headers
`x-policy-agent-block-code: PA_UNAUTHORIZED_RESULT_FROM_POLICIES` and
`x-policy-agent-block-reason: At least one policy returned UNAUTHORIZED.` — a named,
bot/abuse-policy layer sitting in front of the real API (CloudFront-fronted,
`x-cache: Error from cloudfront`), not a credentials check (this endpoint needs none).
- `GET /items/MLA00000000` (a syntactically valid but almost-certainly-nonexistent item id,
also documented keyless) → the **identical** PolicyAgent 403 and headers — a lookup that
should 404 on a bad id instead never reaches item-lookup logic at all.
- `GET /sites/MLA/search?q=notebook&limit=2` (the keyword search endpoint) → **also 403**,
but with a **different, shorter envelope**: `{"message":"forbidden","error":"forbidden",
"status":403,"cause":[]}` (67 bytes, no `blocked_by`/`code` fields, no PolicyAgent headers)
— three sibling public endpoints on the same host produced two unrelated 403 shapes
depending on which one was hit, both unrelated to any credential (none was sent or
needed). Real search/catalog/pagination behavior could not be observed from this network
path; recorded as blocked, not asserted.
## How observed
2026-10-29T00:12:56Z, `curl` 8.x, default UA, `--max-filesize 20000000 -m 20`, 3 keyless GET
calls within the same second.

Something wrong with this record?
A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
