# Microsoft Entra admin center: create a custom role — Entra ID → Roles & admins → New custom role

## Steps
1. Sign in to the Microsoft Entra admin center as at least a Privileged Role Administrator. Requires a Microsoft Entra ID P1 or P2 license.
2. Browse to Entra ID → Roles & admins.
3. Select "New custom role".
4. On the "Basics" tab, enter a name and description (optionally clone permissions from an existing custom role; built-in roles cannot be cloned).
5. On the "Permissions" tab, select the permissions the role should grant.
6. On the "Review + create" tab, review the selected permissions and select "Create".

## End state
The new role appears in Roles & admins with its name and "Custom" type badge; it can then be assigned to users, groups, or service principals via "Add assignments".
