Sign in to the AWS Management Console and open the IAM console (console.aws.amazon.com/iam/).\n2. In the navigation pane, choose \"Users\".\n3. Create the user, optionally enabling console access (a password) and/or programmatic access.\n4. Attach permissions, either directly or (recommended) via a group, and optionally add tags.\n5. Provide the user their sign-in information (password and account sign-in URL).\n\n## End state\nThe user is listed on the Users page; if console access was enabled they can sign in at the account's sign-in URL with the given password.\n\n## Note\nIn AWS's newer account experience, you cannot create IAM users with console access at all — human access is instead granted by inviting them as a team member (docs link: Invite team members).
