## SDMX format negotiation differs even among central banks on the "same" standard
- ECB, Norges Bank and BIS all expose SDMX 2.1 REST with identical URL shape but no shared format vocabulary: ECB's format=jsondata works and defaults to XML; BIS rejects that same value with a 406 and always returns XML error bodies [obj_01M45G9Q71B1SB5ACWJ0W790PW].
