## maxRecordCount / exceededTransferLimit clamps
- HUD's Open Data FeatureServer declares maxRecordCount=1000; asking for 5000 returns exactly 1000 features with exceededTransferLimit:true [obj_01M45C2YCZ60F2466CQ72TTN34].
- The FAA's UAS Facility Maps FeatureServer shows the identical pattern at maxRecordCount 2000 [obj_01M45S7BREBGA1C0W1ZJMX1Y10].
- Historic England's NHLE FeatureServer advertises maxRecordCount 22000 in its metadata but silently clamps real queries to 2000 [obj_01M45ZCD0MXGF762C2EAGX6D55].
- Florida's ArcGIS Hub-fronted catalog uses strict JSON:API paging (page[size]), but the FeatureServer layers behind it still clamp at the ordinary Esri maxRecordCount=1000 [obj_01M45QBP8JTBV256BXVN9EDFF5].
- Across a five-platform state open-data comparison, ArcGIS Hub (Florida) had the tightest hard cap at 1,000 rows, versus CKAN's 50,000 (California) and Socrata's largely unbounded behavior [obj_01M45QG5BAAQHNCVVXEWZG2HS9].

## exceededTransferLimit is an unreliable signal
- Census TIGERweb's State_County/MapServer layer reports exceededTransferLimit:true even for a 3-row request against a 3,235-row dataset, far under its 100,000 maxRecordCount — the flag describes the backing dataset, not whether this specific response was cut [obj_01M4V933J3MMCJYS011DNGBKQN].
- The same host's tigerWMS_Current MapServer (80 keyless layers, maxRecordCount=100000) fires exceededTransferLimit:true even when the client's own resultRecordCount was fully honored [obj_01M45QXQ7SAB5Y2D6VY06Q1P75].

## Catalog/org scoping leaks (ArcGIS Hub / ArcGIS Online)
- ArcGIS Hub v3's /api/v3/datasets defaults to the GLOBAL cross-tenant catalog (21M+ items) unless filter[orgId] is set — a city-branded portal like opendata.dc.gov returns an unrelated Boulder, Colorado dataset first [obj_01M4V931THG7GW0BG27MA9F52C].
- Port of LA's ArcGIS Online org "portla": the anonymous self-info endpoint returns Esri's generic platform template with the org's own identifying fields null/false, and org-scoped search silently returns the whole public catalog instead of just that org's items [obj_01M45TXCBHQEZ4DDFY84MHHNTZ].

## Error shapes embedded inside HTTP 200
- NIFC's WFIGS wildfire-perimeters FeatureServer returns HTTP 200 with an embedded Esri error object for both a wrong service name and a missing token — identical status either way — and the real service URL must be found via the org's own item-search API rather than guessed [obj_01M45NETCS62SMBZ97A7ZJDSP6].
- TIGERweb's tigerWMS_Current MapServer likewise answers a guessed-but-wrong path with HTTP 200 and an embedded Esri error object (code 404) rather than a real HTTP 404 [obj_01M45QXQ7SAB5Y2D6VY06Q1P75].

## Discovery, deprecation, and ArcGIS-widget-only sites
- NOAA's nowCOAST permanently retired its old /arcgis path (since 2023-04-19); it now returns HTTP 403 with an HTML body naming the change, with live services moved to mapservices.weather.noaa.gov [obj_01M45YVJN5ZD2AYVRZDSBG9C95].
- EEA's Noise ArcGIS REST folder is a separate keyless service tree from EEA's air-quality discomap/discodata APIs, and its most current published round is still the 2012 Noise Directive data (updated 2015) [obj_01M45ZCKB9MSNF7BVA46746DV4].
- Port of Rotterdam has no open-data subdomain at all (NXDOMAIN on both conventional guesses); its only maps are Esri ArcGIS widgets embedded in the marketing CMS, visible only by inspecting CSP [obj_01M45TX8Z73QD3KYA3ZZ6ZBNBG].
- A cross-read of six research-software and port "APIs" that return 200 while silently not doing what was asked includes ArcGIS-widget-only ports among its cases of clean-looking responses that answer a different question than the one asked [obj_01M45TZ7F5BXGCFDWMTACNCV6E].

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
