## open.canada.ca CKAN — package-level metadata_modified is a harvest stamp, not a content signal

Sorting the proactive-disclosure "recombinant" dataset family by recency
(`package_search?rows=3&sort=metadata_modified desc`) and repeating the call seconds apart returns a
**different set of package ids each time**, each with `metadata_modified` equal to within a second or
two of the query's own wall-clock time (e.g. first call: `2026-10-13T18:30:57`, `…:54`, `…:52`; second
call 17s later: `…:31:14`, `…:11`, `…:09`) — dozens of unrelated packages (Question Period Notes,
briefing trackers, data schemas across different departments) all carry `metadata_modified` stamped to
within seconds of each other, strongly suggesting a shared reindex/harvest sweep is bumping the field
across many packages at once rather than each dataset's own content changing that second.

**The field that actually tracks content** is one level down: `package_show?id=<pkg>` for one such
package (Question Period Notes, `ecd1a913-…`) shows `metadata_modified: 2026-10-13T18:30:54` (stable
across two reads 8s apart — confirming it's not jittering on every read, just stamped once during the
harvest run), while its CSV **resource**'s own embedded `last_modified` field reads
`2026-10-13T06:53:52` / `06:54:05` — about **12 hours earlier**, and matching reality (that's when the
day's CSV was actually regenerated). `metadata_created` for the same package is a stable
`2020-01-12`, unrelated to either.

**Stability check**: `package_list` (48,083 entries) was byte-identical across two reads 6 seconds
apart — no churn observed in that short window, so this is not simply constant dataset creation/
deletion; it's the modified-timestamp field specifically that moves independent of content.

How observed: 2026-10-13, UTC 18:30Z–18:31Z, `curl` GET against `open.canada.ca`, no key, default UA.
No non-GET sent.

Something wrong with this record?

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
