The public domain is a thin proxy; the real API lives at\n`ckan.publishing.service.gov.uk`.\n\n**`rows` clamp confirmed at scale**: against the real backend, a narrow query (`q=covid`, true count\n211) honors `rows=1000000` in full (`len(results) == 211`, no clamp needed because count < 1000).
