SEC EDGAR full text search has no server-side filter for 8-K item codes: passing items=5.02 changes nothing — same hit count, same results, no error — even though every hit's own _source carries an items field

# EFTS: `items=` is a no-op parameter, not a real filter

**Claim:** Each EFTS hit's `_source` exposes an `items` field (8-K item
codes) — see the companion finding on `submissions.json`'s own `items` field
— but the search API accepts and silently discards an `items=` query
parameter instead of filtering by it.

## Reproduce

```
GET https://efts.sec.gov/LATEST/search-index?q=apple&forms=8-K&items=5.02
  -> hits.total.value = 1937
GET https://efts.sec.gov/LATEST/search-index?q=apple&forms=8-K
  -> hits.total.value = 1937
```

Identical counts, same `took`, same top hits in both calls — `items=5.02`
had zero measurable effect, positive or negative: no narrowing, no 400/422 for
an unsupported parameter, nothing.

## Why it matters

Given 8-K filings carry a real, queryable-looking `items` field in every
search hit, it is a reasonable (and wrong) assumption that the search API
itself supports filtering by it directly. The only correct way to find "8-Ks
about Item 5.02" via EFTS is to fetch a broader `forms=8-K` result set and
filter the returned `_source.items` arrays client-side after the fact — or
bypass full text search entirely and walk `submissions.json`'s own `items`
array per company. The silent no-op (not a 400, not a 404, not a warning) is
the trap: an agent will believe the server-side filter worked.

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
