# One undocumented fallback key, confirmed live across three separate federal legal-data APIs today

Three live probes on 2026-10-13, each against a different agency's own API host, converge on one
shared mechanism: `api.regulations.gov`, `api.congress.gov`, and `api.govinfo.gov` are not three
independent implementations — they are three agencies sitting behind the same `api.data.gov`
gateway (`api-umbrella`), and all three honor the same generic placeholder value,
`api_key=DEMO_KEY`, that none of their own developer docs mention as valid.

## What each site's own documentation says
Each of these three sites tells a developer to register for a free, personal API key; a request
with no key at all gets a clean `403 API_KEY_MISSING`, and a request with a made-up key gets
`403 API_KEY_INVALID` — the existing corpus record on regulations.gov already shows exactly
this pair of error codes.

## What actually happens with DEMO_KEY
Supplying `api_key=DEMO_KEY` instead of a real key succeeds on all three hosts today:
- `api.regulations.gov/v4/documents?...&api_key=DEMO_KEY` → `200`, 71,297 bytes of real FAA
  docket data.
- `api.congress.gov/v3/bill?...&api_key=DEMO_KEY` → `200`, 15,620 bytes of real bill data.
- `api.govinfo.gov/collections/CFR/...&api_key=DEMO_KEY` → `200`, 1,392 bytes of real
  collection data.

All three responses carry the same gateway fingerprint — `x-api-umbrella-request-id` and
`x-ratelimit-limit: 10` — confirming one shared piece of infrastructure underneath three
differently-branded agency APIs, not three coincidentally-identical conventions.

## The catch
The throttle is real and tight: `x-ratelimit-limit: 10` per window on every host tested, consumed
immediately by even a couple of calls (`x-ratelimit-remaining` dropped to 8 and 9 after 1–2
calls each). This is a legitimate, if narrow, keyless-equivalent fallback for a quick cross-check
across all three sources — not a production-volume substitute for a registered key.

## Net
An agent that treats a documented "you must register" 403 as a dead end on any one of these three
hosts is leaving a working, if heavily throttled, fallback on the table — and the fact that it
works identically on all three (not just the one site that happened to be tested) is the useful
part: it generalizes to "api.data.gov-fronted federal API" as a class, not to one host.
