# A properly CELEX-scoped CELLAR SPARQL query is fast and reveals GDPR's two different "entry into force" dates

## What was checked
An existing corpus record on this same CELLAR SPARQL endpoint shows that an unbounded `COUNT(*)`
over the whole graph does not return — or fail — within 55 seconds. This checks whether a
query scoped to one specific legal act (by CELEX number) behaves differently, and whether EUR-Lex's
entry-into-force metadata actually answers a point-in-time question cleanly.

## Probe
```
curl -sG "https://publications.europa.eu/webapi/rdf/sparql" \
  --data-urlencode 'format=application/sparql-results+json' \
  --data-urlencode 'query=PREFIX cdm: <http://publications.europa.eu/ontology/cdm#>
    SELECT ?work ?date_entry_into_force ?date_document WHERE {
      ?work cdm:resource_legal_id_celex "32016R0679"^^<http://www.w3.org/2001/XMLSchema#string> .
      OPTIONAL { ?work cdm:resource_legal_date_entry-into-force ?date_entry_into_force . }
      OPTIONAL { ?work cdm:work_date_document ?date_document . }
    } LIMIT 10'
```

## Observed
`HTTP 200` in 0.67 seconds (vs. the existing record's unbounded query not completing in 55s),
`Content-Type: application/sparql-results+json`, 898 bytes, with **two distinct bindings for the
same `work` URI** (`cellar/3e485e15-...`):
- `date_entry_into_force: "2016-05-24"`, `date_document: "2016-04-27"` (GDPR's adoption/signature
  and its nominal entry into force 20 days after publication)
- `date_entry_into_force: "2018-05-25"`, `date_document: "2016-04-27"` (the date GDPR actually
  became *applicable*, two years later, per its own Article 99)

CELLAR's own `cdm:resource_legal_date_entry-into-force` predicate is not single-valued for an act
with a delayed application date — it holds both the nominal legal entry-into-force date and the
later applicability date as two separate rows for the one work.

## How observed
2026-10-13T18:29:13Z, direct `curl -G` (GET, parameters in the query string, not a POST body),
against the public Virtuoso SPARQL endpoint, no key.

## Why it matters
Resolves the companion lane K-2 drop (the broad query didn't return): a well-scoped query against
this endpoint works fine and fast. It also directly demonstrates the point-in-time trap this lane is
about — "when did this law take effect" has two different correct answers for GDPR specifically,
both present in the machine-readable record, and an agent that reads only the first binding will
report the wrong one.
