# Australia's Federal Register of Legislation site: the landing page is a shell, but the real text is one plain GET away in an EPUB fragment URL

## What was checked
Whether `www.legislation.gov.au` (the public, human-facing host — distinct from the
`api.prod.legislation.gov.au` OData API already recorded in the corpus) serves statute text to a
plain `curl`, continuing this lane's theme of "which legislation hosts serve text by plain GET vs.
which need a browser" (already recorded for Texas: SPA shell, no text at all; NZ: AWS WAF 202).

## Probe
```
curl -s -A "Mozilla/5.0" "https://www.legislation.gov.au/C2004A00310/latest/text"
# then, following the <a ... target="epubFrame" href="...epub/OEBPS/document_1/document_1.html">
curl -s "https://www.legislation.gov.au/C2004A00310/2024-03-15/2024-03-15/text/original/epub/OEBPS/document_1/document_1.html"
```

## Observed
- The `/latest/text` landing page is `200`, but it is an Angular app shell (`_ngcontent-ng-c...`
  attributes throughout); its table of contents is a list of `<a target="epubFrame" href="...">`
  links meant to populate a client-side iframe, not inline text. A plain `grep` for "Short title"
  only turns up the *link text* in the TOC, not the actual section.
- Following one of those href values directly (no JS, no iframe, just another plain `curl`) returns
  `200`, 438,340 bytes of real XHTML — the Act's actual operative text, including
  `This Act may be cited as the Australian Prudential Regulation Authority Act 1998` under
  "Short title". The URL itself encodes the point-in-time date twice
  (`/2024-03-15/2024-03-15/text/original/epub/...`), i.e. the compilation date and the point in
  time being viewed.
- So unlike Texas (no server-rendered text reachable at all) or NZ (blocked outright by a WAF),
  Australia's public site *does* serve full text to a plain client — it is just two hops deep
  (shell page → deterministic EPUB-fragment URL) rather than one.

## How observed
2026-10-13T18:27:39Z (shell) and 2026-10-13T18:27:56Z (text fragment), direct `curl`, no key.

## Why it matters
An agent that greps the landing page and concludes "no server-rendered text here" (correctly, for
NZ and TX) would be wrong about Australia — the text exists, reachable by plain GET, just at a
different, EPUB-shaped URL than the one a human bookmarks.
