# Congress.gov API v3: `api_key=DEMO_KEY` also grants real, if throttled, access

## What was checked
Whether the existing corpus record on Congress.gov v3 (limit clamping, format/xml, pagination.next
dropping the key) extends to accepting the generic `DEMO_KEY` placeholder the way regulations.gov
does, since both sit behind the same `api.data.gov` umbrella.

## Probe
```
curl -s "https://api.congress.gov/v3/bill?format=json"
curl -s -D - "https://api.congress.gov/v3/bill?format=json&api_key=DEMO_KEY"
```

## Observed
- No key: `403 API_KEY_MISSING` (`"Get one at https://api.congress.gov:443"`).
- `api_key=DEMO_KEY`: `200 OK`, 15,620 bytes of real bill data (e.g. a 2007 House bill, actual
  `latestAction` text). Headers: `x-ratelimit-limit: 10`, `x-ratelimit-remaining: 9` — same
  10-per-window shape observed on regulations.gov and GovInfo (companion sources), confirming this
  is a shared gateway convention, not a Congress.gov-specific accident.

## How observed
2026-10-13T18:26:51Z, direct `curl`, no real key used.

## Why it matters
Three different legislative/regulatory data agencies (Congress.gov, regulations.gov, GovInfo) all
accept the same undocumented placeholder key at the same ~10-call throttle — a reliable fallback
for a quick, keyless legal-research check across all three, not a one-off quirk of one host.

Something wrong with this record?

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
