the real site is at a differently-cased, extension-less path\n\n## What was checked\nThe long-standing public URL form for the Illinois Compiled Statutes (`ilga.gov/legislation/ilcs/\nilcsN.asp?...`), widely linked from older citations and tools, against a plain `GET`.\n\n## Probe\n```\ncurl -s -L -o /dev/null -w \"%{http_code} %{size_download}\\n\" -D - \\\n  \"https://www.ilga.gov/legislation/ilcs/ilcs5.asp\"\ncurl -s -L -o /dev/null -w \"%{http_code} %{size_download}\\n\" -D - \\\n  \"https://www.ilga.gov/legislation/ilcs/ilcs.asp\"\ncurl -s \"https://www.ilga.gov/\"    # to find the current link structure\n```\n\n## Observed\n- `ilcs5.asp` (with or without query params) and the bare `ilcs.asp` index both return a real\n  `HTTP/1.1 404 Not Found` from `Microsoft-IIS/10.0` / `X-Powered-By: ASP.NET` — not a WAF\n  challenge, not a redirect: a genuine, identically-sized (53,909-byte, matching MD5) 404 page for\n  every `.asp` path tried, while `https://www.ilga.gov/` itself is a normal `200`.\n- The current homepage's own navigation links to `/Legislation/ILCS/Chapters` (capitalized, no\n  `.asp`), which returns `200` with a live chapter index, each entry a working link like\n  `/Legislation/ILCS/Acts?ChapterID=6&ChapterNumber=25&Chapter=LEGISLATURE&MajorTopic=GOVERNMENT`.\n- So the General Assembly's site was restructured (old ASP.NET WebForms path family → new\n  path/casing convention) and the legacy `.asp` citation form other sites still link to is simply\n  gone — a real 404, confirmed identical across two different legacy filenames, not a one-off.\n\n## How observed\n2026-10-13T18:22:41Z–18:23:08Z, direct `curl -L`, no key.\n\n## Why it matters\nA citation-resolution tool built against the old `ilcsN.asp?DocName=...&ActID=...&ChapterID=...`\nconvention will 404 on every lookup today;
