# Florida Statutes: plain GET works, but only after a plain-http→https bounce, and chapter 1 proves the "which URL means what" trap

## What was checked
Whether leg.state.fl.us (Florida's official codified-statutes host) serves text to a bare `curl`,
and whether the page carries a point-in-time/currency signal the way other states do.

## Probe
```
curl -s -o /dev/null -w "%{http_code} %{redirect_url}\n" \
  "http://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0000-0099/0001/0001.html"
curl -s -L -A "Mozilla/5.0" \
  "http://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=0000-0099/0001/0001.html"
```

## Observed
- The **plain `http://`** URL answers `302 Moved Temporarily` from a BigIP load balancer straight to
  the identical path on `https://` — no `-A`, no cookies needed, a single mechanical bounce.
- Following it: `HTTP 200`, 36,755 bytes of server-rendered (ColdFusion-era) HTML — no JS framework,
  no client-side shell. The requested `URL=0000-0099/0001/0001.html` parameter actually returns the
  **whole chapter** (Ch. 1, "Construction of Statutes"), not one isolated section: sections 1.01
  through 1.045 all appear, including 1.045 ("Daylight saving time", the 2024 "Sunshine Protection
  Act" codification) — so the URL path/section-number segments address a document grouping, not a
  single citable section, a useful trap for an agent expecting one section per fetch.
- Every section ends with its own inline **History** line, e.g. `History.—s. 1, ch. 2024-262.`
  or the much longer chain `RS 1, 2064; GS 1, 2580; RGS 1, 3939; CGL 1, 5858; s. 1, ch. 16297, 1933;
  ...` — a per-section amendment citation chain embedded directly in the HTML, with no single
  site-wide "current through" banner (contrast the US Code's one site-wide line, recorded separately).

## How observed
2026-10-13T18:22:13Z (http redirect) and 2026-10-13T18:22:18Z (https, 200, body parsed), direct
`curl -L`, no key, no auth.

## Why it matters
Florida is plain-GET-friendly (no WAF, no SPA), but "fetch this URL" does not mean "get this one
section" — and currency has to be read per-section from the History line, not from one page-level
date.
