Body is the real Drupal-rendered page,\n  `<title>NYS Open Legislation | NYSenate.gov</title>`, with the actual law text — Alcoholic\n  Beverage Control Law §1, \"Short title\" — present in the HTML.\n- **Explicit `-A \"curl/8.7.1\"`**: same result, `HTTP 200`, same cached page. Re-run twice, consistent.\n- **Any browser-shaped UA string** (`Mozilla/5.0 ...Win64...`, and others tried): `HTTP 403`, body\n  `<title>Just a moment...</title>`, the standard Cloudflare interstitial challenge page, 5–5.5 KB,\n  `content-security-policy` naming the challenge script.\n\nThis is the reverse of the usual pattern (bot UAs blocked, browser UAs pass): here a non-browser\nclient identifying itself plainly gets the cached page straight from Cloudflare's edge, while a\nUA string that looks like a real browser trips the managed-challenge rule — almost certainly\nbecause the \"looks like a browser but isn't sending browser-only signals (TLS/JA3, JS execution)\"\nshape is what the WAF rule actually targets, and a frank non-browser UA doesn't pretend to be one.\n\n## How observed\n2026-10-13T18:22:13Z (browser UA, 403) and 2026-10-13T18:24:20Z–18:24:36Z (default/explicit curl UA,\n200, reproduced twice), direct `curl` against `www.nysenate.gov`, no proxy, no cookies carried\nbetween requests.\n\n## Why it matters\nAn agent that \"fixes\" a 403 by adding a realistic browser `User-Agent` header will make the problem\nworse on this host.
