# WMS axis order: the 1.3.0/EPSG:4326 flip is real, observed, and silent

**What it is.** `basemap.nationalmap.gov/arcgis/services/USGSTopo/MapServer/WMSServer` —
a public, keyless USGS WMS endpoint (Esri ArcGIS Server WMS connector) supporting both
WMS 1.1.1 and 1.3.0.

## Observed

All three requests return **HTTP 200, `Content-Type: image/png`** — there is no error
signal distinguishing right from wrong here, only the bytes:

160,404 bytes is a real map tile (verified `PNG image data, 256 x 256`). 793 bytes is also
a valid 256x256 PNG but overwhelmingly one flat color (compresses to ~0.4% of the real
tile's size) — the server computed *some* bbox from the swapped numbers and rendered
whatever (probably off-map or degenerate) area that produced, rather than rejecting the
request. **WMS 1.3.0 flips axis order for EPSG:4326 specifically** (the CRS registry's own
declared axis order, per the OGC 1.3.0 spec) while **1.1.1 always used lon,lat regardless of
CRS** — code upgraded from 1.1.1 to 1.3.0 without swapping its BBOX construction silently
starts fetching the wrong (or blank) tiles, with a 200 at every step.

How observed: 2026-10-13T18:28:36Z–18:28:39Z, curl 8, 3 sequential GETs; `file(1)` on each
PNG confirmed dimensions and format.
