Both carry the identical legacy header family — `x-ratelimit-limit` / `x-ratelimit-remaining`
/ `x-ratelimit-reset` — and both are genuinely rate-limited (pypistats: 60/window;
libraries.io: a much tighter 10/window). But `x-ratelimit-reset` means two different things:
pypistats.org's value (`1791915885`) is an **absolute Unix epoch** (confirmed: it decodes to
the exact second of the request); libraries.io's value (`2116`) is a **seconds-remaining
countdown**. A client that parses one host's `reset` header and reuses the same parsing logic
against the other will compute a reset time that is either already in the past (epoch
misread as seconds-from-now) or 56 years in the future (seconds misread as epoch) —
depending on which one it got right first.
