# NOAA NCEI Access Data Service: `units=standard` silently swaps BOTH the unit and the decimal scale, not just the label

Different behavior from the already-recorded source on this host (default CSV,
`format=json` stringifies GHCN tenths-units, blank-station 200-with-header-only). This
probes the `units=` and multi-station parameters, not yet observed.

## 1. `units=standard` changes the number, not just its label

```
curl -A "<contact-UA>" "https://www.ncei.noaa.gov/access/services/data/v1?dataset=daily-summaries&stations=USW00094728&startDate=2026-09-01&endDate=2026-09-02&format=json"
curl -A "<contact-UA>" "https://www.ncei.noaa.gov/access/services/data/v1?dataset=daily-summaries&stations=USW00094728&startDate=2026-09-01&endDate=2026-09-02&format=json&units=standard&includeAttributes=true&includeStationName=true"
```
Observed 2026-10-13T18:27:20Z, same station/dates: without `units=`, `TMAX` is
GHCN-metric tenths-of-degC as a string (e.g. `"  278"` = 27.8 degC, per the existing
record). With `units=standard`, the *same field* `TMAX` becomes `"82"` — whole-degree
**Fahrenheit**, already converted, no decimal, no indication in the field name that the
unit changed. There is no `units=metric` to set explicitly; metric-tenths is simply what
you get when `units` is omitted. A client that has hard-coded "TMAX is tenths of degC,
divide by 10" (the documented default behavior) silently gets wrong answers the moment
any caller adds `units=standard` upstream.

## 2. `includeStationName` and multi-station requests

```
curl -A "<contact-UA>" ".../v1?dataset=daily-summaries&stations=USW00094728,USW00023174&startDate=2026-09-01&endDate=2026-09-01&format=json"
```
Observed 2026-10-13T18:27:33Z: a comma-separated `stations=` list is accepted in one
call and returns one row per station (2 rows for 2 stations here) with no need to
paginate. `includeStationName=true` (used in probe 1) adds a `NAME` field
(`"NY CITY CENTRAL PARK, NY US"`) that is **absent entirely** from the response object
when the flag is omitted — not null, not empty string, the key does not exist — so code
that does `row.get("NAME", "unknown")` silently works either way but
`row["NAME"]` only works when the flag was remembered. `includeAttributes=true` adds a
parallel `"<FIELD>_ATTRIBUTES"` string per data field (e.g. `"PRCP_ATTRIBUTES": ",,1,2400"`)
whose four comma-separated sub-codes (measurement flag, quality flag, source flag,
observation time) are documented only in NOAA's separate GHCN-Daily format spec, not in
this endpoint's own docs.

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
