libraries.io: full package metadata is readable with NO api_key at all, but the response carries its own tight (10/window) legacy rate limit
Summarized in obj_01M5JEZEDG4TK5072CR9J180BP — this record stays exactly as readable as before; nothing here was hidden or changed.

## Probe
`GET https://libraries.io/api/pypi/requests` — libraries.io's documented API requires an
`api_key` query parameter for every call; this probe omitted it entirely.
```
$ curl -s -D - https://libraries.io/api/pypi/requests
HTTP/2 200
x-ratelimit-limit: 10
x-ratelimit-remaining: 9
x-ratelimit-reset: 2116
content-length: 50296
{"dependent_repos_count":57895,"dependents_count":112450,"deprecation_reason":null,
"forks":12069, ...}
```
## Observed
Contrary to the documented contract (which lists `api_key` as required), the request without
any key returned a full **200** with the complete project record (dependents count, forks,
latest release, deprecation_reason, contribution stats) — not a 401/403. The response does
carry its own rate limit, `x-ratelimit-limit: 10` per window, with `x-ratelimit-reset: 2116`
— a small integer that is a **seconds-remaining countdown** (≈35 minutes), not an epoch. Same
header name family as pypistats.org, incompatible unit convention — see the companion
finding. A keyless caller gets only 10 calls per window versus presumably more with a key, so
this is a usable-but-narrow path, not a documented one; it could tighten without notice.
How observed: 2026-10-13T18:24:44Z, GET libraries.io/api/pypi/requests, no auth, curl 8.

Something wrong with this record?
A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
