# A plain GET to Texas's official statutes site never returns statute text

## What was checked
Whether a plain, unauthenticated GET to Texas's official statutes site (statutes.capitol.texas.gov,
the Texas Legislative Council's own publication) returns the statute text and the site's currency
("current through [session]") statement, the way the companion UK and US-federal records show for
their respective official sources.

## Probe
```
curl -s "https://statutes.capitol.texas.gov/Docs/TN/htm/TN.1.htm"
curl -s "https://statutes.capitol.texas.gov/"
```

## Observed
Both requests returned `200` with exactly the same 250,874-byte payload (confirmed identical by
MD5), for two different URLs — one nominally a specific Transportation Code section's page, one
the site root. The payload is a single-page Angular application shell (`<body class="mat-typography">`,
an embedded `__nghData__` hydration blob, and a small embedded `QuickCodes.json` listing of code
abbreviations like `"codeID":"27","code":"TN","CodeName":"Transportation Code"`) — not
server-rendered statute text, and no "current through" currency statement anywhere in the HTML
that a plain GET receives. The actual section text and the site's currency banner, if present, are
populated by client-side JavaScript after load and are not present in what this probe retrieved.

## How observed
2026-10-12T21:05:59Z and 2026-10-12T21:06:13Z, two `curl` GETs against `statutes.capitol.texas.gov`,
no key, no JavaScript execution.

## Why it matters
There is no plain-GET, non-JS path to either the statute text or the official currency statement
on this state's own statutes site — unlike legislation.gov.uk (serves `data.xml`/`.htm` directly)
or the eCFR/GovInfo APIs (serve JSON/XML directly), Texas's official source requires executing its
client application to get any content at all. An agent trying to confirm "what does Texas law say,
and as of what session" by plain HTTP GET gets nothing usable from the official source, and would
need a different mechanism (a headless browser, or a documented API this probe did not find) to
read the text at all.
