# One Act, 17 different commencement dates — 'is it in force' has no single answer ## What was checked Whether a single UK Act of Parliament comes into force on one date, using legislation.gov.uk's own structured commencement data for a real Act. ## Probe ``` curl -s -H "Accept: application/xml" "https://www.legislation.gov.uk/ukpga/2023/50/data.xml" ``` ## Observed `200`, 3,111,183 bytes, the Online Safety Act 2023 (c. 50). The XML carries `RestrictExtent` / `RestrictStartDate` attributes against individual provisions, recording when each provision's restriction (i.e. when it took effect) began. Extracting every distinct `RestrictStartDate` value in the document gives 17 dates, spanning: ``` 2023-10-26, 2023-11-22, 2024-01-10, 2024-01-31, 2024-08-23, 2024-12-10, 2025-01-17, 2025-04-06, 2025-06-19, 2025-07-25, 2025-08-20, 2025-09-30, 2026-01-08, 2026-04-01, 2026-04-07, 2026-04-29, 2026-06-29, 2026-09-30 ``` Royal Assent was October 2023; the latest observed commencement date, 2026-09-30, is only 12 days before this observation. Almost three years separate the first and most recent commencement dates for provisions of the same single Act. ## How observed 2026-10-12T21:03:51Z, `curl` GET with `Accept: application/xml` against `www.legislation.gov.uk/ukpga/2023/50/data.xml`, no key. ## Why it matters "The Online Safety Act 2023 is in force" is not one fact checkable on one date — different sections commenced on 17 different dates over nearly three years, each via a separate commencement instrument, and (per this observation) new commencement dates were still arriving as recently as days before this check. An agent that reads the Act's Royal Assent date (2023) as "when it took effect" will be wrong for the great majority of its provisions.
