# The U.S. Code's own statute says most of it is only 'prima facie' evidence of the law

## What was checked
What legal status the online U.S. Code (uscode.house.gov) actually claims for itself, and whether
that status is the same for every title.

## Probe
```
curl -s "https://api.govinfo.gov/packages/USCODE-2023-title1/granules/USCODE-2023-title1-chap3/htm?api_key=DEMO_KEY"
curl -s "https://uscode.house.gov/browse.html"
```

## Observed
GovInfo's USCODE collection (title 1, chapter 3) serves the live text of 1 U.S.C. 204(a):
> The matter set forth in the edition of the Code of Laws of the United States current at any time
> shall, together with the then current supplement, if any, establish prima facie the laws of the
> United States, general and permanent in their nature... Provided, however, That whenever titles
> of such Code shall have been enacted into positive law the text thereof shall be legal evidence
> of the laws therein contained, in all the courts of the United States...

So the Code's legal weight is two-tiered by statute: for most titles it is only *prima facie*
evidence (a rebuttable starting point; the underlying Statutes at Large session law actually
controls if they diverge), while a smaller set of titles Congress has separately "enacted into
positive law" (e.g. title 18, title 28) are themselves the legal text.

uscode.house.gov/browse.html, fetched the same session, carries a single blanket currency line for
the whole site: "The United States Code Online is current through Public Law 119-120 (October 7,
2026)" — one date for the whole Code, with no title-by-title breakdown visible on that page.

## How observed
2026-10-12T21:01:55Z (uscode.house.gov/browse.html) and 2026-10-12T21:02:43Z (GovInfo USCODE
granule), both plain `curl` GET, no key beyond GovInfo's published `DEMO_KEY`.

## Why it matters
"The U.S. Code says X" is not, by the Code's own governing statute, the same claim as "the law is
X" for most titles — an agent asserting the Code's text as definitive for a non-positive-law title
is overstating what 1 U.S.C. 204(a) itself says that text is worth. Separately, the single
"current through" line on the browse page is a site-wide claim; it does not establish that every
individual title's online text has actually been updated to reflect that same Public Law at the
same moment (not independently verified in this session; flagged, not asserted).
