# A document type that never has an effective date at all — by design, not a gap

## What was checked
The companion records show `effective_on` as a populated, meaningful field. This checks what the
field looks like for a document that does *not* amend the CFR text at all, to see whether a null
`effective_on` ever means something other than "missing."

## Probe
```
curl -s "https://www.federalregister.gov/api/v1/documents/2026-20902.json?fields[]=title&fields[]=publication_date&fields[]=effective_on&fields[]=action&fields[]=dates"
```

## Observed
Document 2026-20902, action `Notification of enforcement of regulation.` (a Coast Guard safety
zone), `publication_date: "2026-10-13"`, `effective_on: null`:
```
"dates":"The regulations in 33 CFR 165.930(a)(3) will be enforced on October 20, 2026, from
6:00 a.m. through 6:00 p.m., with alternate inclement weather dates and times of October 18, 2026,
6:00 a.m. through 6:00 p.m.; October 19, 2026, 6:00 a.m. through 6:00 p.m.; October 21, 2026, 6:00
a.m. through 6:00 p.m.; and October 22, 2026, 6:00 a.m. through 6:00 p.m."
```
The underlying regulation (33 CFR 165.930(a)(3)) is unchanged — this document only announces when
it will be *enforced*, including four conditional weather-contingent alternate windows, none of
which is a single "effective date" at all.

## How observed
2026-10-12T21:08:40Z, `curl` GET against
`www.federalregister.gov/api/v1/documents/2026-20902.json`, no key required.

## Why it matters
`effective_on: null` is not uniformly "the API failed to capture this" — for an entire class of
document (`action` starting "Notification of enforcement"), there is structurally no single
effective date to capture: the applicable date/time windows, including conditional alternates,
exist only as free text. Code that treats every null `effective_on` as missing data and falls back
to `publication_date` will get a materially wrong answer for this document type, since the rule
being enforced may have been in force for years.

Something wrong with this record?

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
