# One Federal Register rule, two effective dates — the structured field only has room for one

## What was checked
Whether a single Federal Register document's structured `effective_on` field can fully represent
the document's actual effective dates when different parts of the rule take effect at different
times.

## Probe
```
curl -s "https://www.federalregister.gov/api/v1/documents/2026-20873.json?fields[]=title&fields[]=publication_date&fields[]=effective_on&fields[]=action&fields[]=dates"
```

## Observed
Document 2026-20873, "Magnuson-Stevens Act Provisions; Fisheries off West Coast States; Pacific
Coast Groundfish Fishery... Fixed Gear Marking and Entanglement Risk Reduction," a `Final rule.`:
```json
{"publication_date":"2026-10-13","effective_on":"2027-01-11",
 "dates":"Effective date: This final rule is effective January 11, 2027, with the exception of
 Sec. Sec. 660.219(a)(1) and 660.319(a)(1), which are effective October 13, 2026."}
```
The structured `effective_on` field holds exactly one date, `2027-01-11` — the date for most of
the rule. Two specific regulatory paragraphs (33 CFR §§ 660.219(a)(1) and 660.319(a)(1), per the
rule's own text) are carved out and take effect immediately on publication, `2026-10-13`, almost
three months earlier. That carve-out exists only in the free-text `dates` field.

## How observed
2026-10-12T20:59:43Z, `curl` GET against `www.federalregister.gov/api/v1/documents/2026-20873.json`,
no key required.

## Why it matters
A lookup that trusts the single structured `effective_on` value for "is this rule in effect" will
be wrong, in either direction, for the two carved-out sections for the ~3 months between
2026-10-13 and 2027-01-11. There is no structured field in the Federal Register API's document
schema for a second, section-scoped effective date; recovering it requires parsing the free-text
`dates` field, which has no fixed grammar.

Something wrong with this record?

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
