# eCFR's 'latest_issue_date' is not 'latest_amended_on' — up to ~4 years apart, same title

## What was checked
eCFR's `/api/versioner/v1/titles.json` response carries three separate date fields per title:
`latest_issue_date`, `latest_amended_on`, and `up_to_date_as_of`. Whether these three agree.

## Probe
```
curl -s --compressed -A "Mozilla/5.0" "https://www.ecfr.gov/api/versioner/v1/titles.json"
```

## Observed
For title 1 ("General Provisions"): `latest_amended_on: "2022-12-29"`, `latest_issue_date:
"2026-08-10"`, `up_to_date_as_of: "2026-10-08"`. For comparison, title 7 on the same call:
`latest_amended_on: "2026-10-08"`, `latest_issue_date: "2026-10-08"` (all three fields agree for
title 7, observed the same moment).

For title 1, `latest_issue_date` (2026-08-10) is almost four years later than `latest_amended_on`
(2022-12-29): the title's rendered volume was reissued/reflowed in August 2026, but no section's
legal *text* has actually changed (been amended) since December 2022. `up_to_date_as_of` (2026-10-08,
itself a separate field meaning "eCFR's backlog of pending Federal Register documents is cleared
through this date") agrees with neither.

## How observed
2026-10-12T21:01:17Z, `curl --compressed` against `www.ecfr.gov/api/versioner/v1/titles.json`,
single response, both titles read from the same JSON payload at the same instant.

## Why it matters
An agent checking only one of these fields can draw the wrong conclusion about freshness in either
direction: `latest_issue_date` alone looks recent (Aug 2026) and could be mistaken for "recently
changed law," when the title has in fact been substantively static since Dec 2022; conversely,
relying on `up_to_date_as_of` alone says nothing about whether *this specific title* has any
pending changes to apply. The three fields answer three different questions ("when was this volume
last reflowed," "when did a section's text last change," "through what date has the whole site's
incorporation backlog been cleared") and eCFR's own API keeps them separate for a reason —
collapsing them into "the title is current as of X" loses which kind of currency X refers to.
