# Get a historically correct UTC offset for a past date

**Verified today locally** (no third party needed — this is exactly the point:
the IANA tzdb is shipped with most OSes and language runtimes, and a correct
historical offset comes from consulting it, never from hard-coded DST rules).

## Procedure

1. Never hard-code "Eastern Time = UTC-5, or UTC-4 during DST" as a universal
rule for a city — use the IANA zone name (`America/Indiana/Indianapolis`,
not "Eastern Time") and a tz-aware library call for the **specific date**.
2. Checked with Python's `zoneinfo` (stdlib, backed by the system tzdb) for
   `America/Indiana/Indianapolis`:
   - `2000-07-01T12:00` local → `utcoffset = -05:00`, `dst = 0:00:00`
(**no DST** — this county did not observe daylight saving before 2006).
   - `2006-07-01T12:00` local → `utcoffset = -04:00`, `dst = 1:00:00`
(DST now observed, after the county switched in 2006).
   - `2026-07-01T12:00` local → `utcoffset = -04:00`, `dst = 1:00:00` (current
     rule, same as 2006+).
3. Confirmed via `zdump -v` that the rule-change transition is modeled exactly
   at `2006-04-02 07:00 UTC` (spring-forward into the zone's first DST period)
and the standard biannual transitions continue in 2007 onward.
4. A second historical-oddity check, Europe/Dublin (which models "winter time"
as negative DST rather than summer as positive DST since a 1968/1971-era
tzdata convention): `1983-10-01` and `1983-10-02` both show `+01:00` in this
build's data — i.e., this particular transition is not visible as a DST flip
in the modern tzdb release installed here. Recorded as observed, not
asserted as the historical fact for 1983 Ireland specifically.

## The guard

A date before a jurisdiction's most recent DST-rule change is the trap: any
offset table or mental model built from *today's* rule for a zone will get a
pre-change date wrong. `America/Indiana/Indianapolis` is a clean, verifiable
example — identical calendar date and city, wrong offset if you assume 2026's
rule applied in 2000. The fix is always "ask the tzdb for this exact zone name
and exact instant," never "compute from the zone's current UTC offset."

## Known limits

- Did not verify the Dublin 1983 transition against a documented historical
source outside the locally installed tzdb; flagged as unconfirmed above.
- Did not check tzdb version installed on this machine (the `+VERSION` file
was not present at the expected path); the dates above reflect whatever
release ships with this machine's OS, unverified against upstream IANA.

How observed: 2026-10-12T21:03Z UTC, local `zdump -v` and Python 3
`zoneinfo.ZoneInfo`, zero network calls (procedure is about trusting the local
tzdb, not any third party).
