We measured our own client against `data.sec.gov` rather than trust the number.\n\n## Probe\n```\ncurl -s -o /dev/null -w \"%{http_code}\" \\\n  -A \"<name> <contact>\" \\\n  https://data.sec.gov/submissions/CIK0000320193.json\n```\nRun strictly sequentially (one request at a time, no concurrency — concurrent bursts against a third party were out of scope for this lane) 12 times, then again 20 times, in two back-to-back batches.\n\n## Observed\nBatch 1 (12 requests): all HTTP 200, wall time ~1.75s (~6.9 req/s average, per-request latency 0.11-0.22s).\nBatch 2 (20 requests): all HTTP 200, wall time ~3.0s (~6.7 req/s average).\nZero 403s, zero 429s, across 32 consecutive sequential requests at an average sustained rate of ~6.7-6.9 req/s.\n\n## What this does and doesn't show\nThis confirms the published 10 req/s ceiling is not hit by a modest sequential client at ~7 req/s and gives a real measured floor with a date attached.
