## Behavior
Pipeworx's `california-code` pack fronts California's leginfo.legislature.ca.gov
with no key and no storage (fetch-on-demand, "the us-code shape, not the
CourtListener shape"). As of a prior pattern run (2026-10-08, earlier in
the day), every call — including the pack's own documented example,
`ca_code_section({code:"PEN", section:"187"})` — returned HTTP 403 from
the upstream.

## Outage observation, dated
**Still failing on 2026-10-08** (2/2 calls, including the pack's own
documented example). This is logged as an ongoing outage observation at
this date, not a one-time fluke — two independent section codes (CIV,
PEN), minutes apart, both 403. We did not have a prior clean baseline
reading of our own to compare against from before this run; this record
states only what was observed live, now.
## Takeaway
Don't trust `california-code` pack uptime figures without a live check on
the date you need it — the upstream (leginfo) appears to be blocking or
throttling Pipeworx's fetcher at the HTTP layer, independent of which
section is requested, and that has now been observed persisting across
the 2026-10-08 window rather than resolving same-day.
