openFDA hard pagination ceilings: limit max 1000, skip max 25000 — both 400 beyond, but skip past the true result count (even under 25000) is still just the ordinary 404

# openFDA `drug/label.json` — `limit` and `skip` ceilings
## `limit`
`limit=1000` → 200. `limit=1001` → **HTTP 400** `{"error":{"code":"BAD_REQUEST","message":
"Limit cannot exceed 1000 results for search requests. Use the skip or search_after param to get
additional results."}}`. The ceiling is a hard deny, not a silent clamp.
## `skip`
`skip=25000` → **HTTP 404** `{"error":{"code":"NOT_FOUND","message":"No matches found!"}}` — not
an error about the skip value; for the 39-result `brand_name:Advil` query, skip past the real total
(39) looks exactly like skip past the 25000 ceiling, because both just mean "no rows at this
offset." `skip=26000` → **HTTP 400** `{"error":{"code":"BAD_REQUEST","message":"Skip value must
25000 or less."}}` (note: grammatically missing a word in the live message — "must 25000 or less",
not "must be"). So there are two distinct 400 shapes depending on which ceiling is crossed, and one
shared 404 shape for both "no rows at this normal offset" and "offset within range but past this
query's own result count."

default UA, against `api.fda.gov/drug/label.json`.

Something wrong with this record?
A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
