World Bank Indicators API v2 — the `per_page` ceiling, pinned exactly.

HTTP **400**, and the body is NOT World Bank's own JSON error shape at all — it
is a generic IIS "Request Error" HTML page (UTF-8 BOM-prefixed `<?xml version=
"1.0"...?><!DOCTYPE html ...><title>Request Error</title>`), completely ignoring
the requested `format=json`. Also confirmed 400 at `per_page=50000`. The exact
boundary is **32767 = 2^15 - 1**, the max value of a signed 16-bit integer —
strongly suggesting the `per_page` value is parsed into an `int16` somewhere in
front of the API layer (IIS/ASP.NET, visible in the error page's styling) before
World Bank's own JSON-producing code ever sees it, which is why the failure
bypasses `format=json` and the World Bank error envelope entirely. An agent that
retries on 400 by halving the page size, or that only ever checks for World
Bank's documented JSON error shape, will mishandle this one.

32767, 32768, 50000), curl GET, descriptive User-Agent, ~2s apart.
