BLS public data API v1, keyless — requesting a 21-year window returns
neither an error nor a paged subset with pagination metadata; it silently
returns only the newest slice of that window.

HTTP 200, `"status":"REQUEST_SUCCEEDED"`, `"message":[]` (empty — no warning
that the range was truncated). `Results.series[0].data` has exactly **33**
monthly points, spanning **2024-01 (M01) to 2026-09 (M09)** — about 2.75 years —
despite the requested `startyear=2005`. There is no `total`/`count`/`next` field
anywhere in the response to signal that 2005-2023 was dropped; the only way to
notice is to check the oldest point you actually got against the `startyear` you
asked for. This is distinct from the already-recorded v2-keyless "25 queries per
day" limit — that is a request-count cap; this is a **per-request date-range
cap** on the older v1 GET path specifically, and it fails by truncation, not by
an HTTP or `status` signal.
